Classcare packages give all schools the opportunity to discharge their liabilities and responsibilities, and also meet their corporate responsibilities to comply with legislation and statutory regulations relating to delegated repairs and maintenance to buildings and grounds. The ethos of the scheme is to keep schools "open, dry, warm and safe". The scheme is solely resourced by participating schools paying in a contribution based on funding delegated to schools as a result of Fair Funding. Under Fair Funding, Kent County Council retained the responsibility for funding all capital repairs and maintenance work. However, following the Authority's introduction of thresholds as defined in the Schools Budget Manual, schools are expected to budget for priority maintenance items below the threshold within their development plan. The responsibility for implementing maintenance work is split between the County Council and the schools. This split is based on the guidance issued by both the DCSF and CIPFA and is scheduled in Appendix A. Schools were consulted on the respective responsibilities as part of the Financial Scheme and Appendix A forms the basis of the packages offered. | |
